The minutes of the last meeting were confirmed and
signed, with one amendment.

Members of the Committee had before them copies of a
Draft Report of the Committee, a Revised Draft War Revenue Bill
(which had been prepared by the Sub-committee appointed at the
meeting held on 20th December), two licmoranda prepared by lr.
L. Kadoorie and two Memoranda prepared by Kr. E.M. Bryden.
The Chairman invited the attention of the Committee

to paragraph 2(ii) of Chapter III of the draft Report.
pointed out that several members had indicated that they wished
the point made in that paragraph to be emphazised but that
H.. the Governor had indicated that it was not within his
competence so to bind the future Administration.

It was decided that the request that a definite assurance should
be given by Government that the rates of taxation suggested in
the draft War Revenue Bill will not be substantially increas
